CDCE connects municipalities, transit agencies, researchers, and startups to share and co-develop civic datasets responsibly. The vision is a trusted exchange where small teams can combine planning documents, sensor feeds, and community submissions to answer high value questions—without months of bilateral legal work. Sponsors gain a scalable mechanism to deIrisk innovation, improve service delivery, and demonstrate transparency to residents.

Problem

Urban data is fragmented across departments and formats; policies and MOUs are buried in PDFs; and small teams lack legal and technical capacity to collaborate. Valuable insights—on safety, congestion, housing, health—remain locked behind process friction. Civic pilots stall because partners can’t quickly find the right data, clarify permissions, or demonstrate early benefit to win leadership support.

Solution

Cosolvent provides standardized data briefs, lightweight agreements, and project templates. LLM+RAG enables users to upload unstructured assets—policy PDFs, RFPs, past pilot reports, CSV samples, even scanned maps—and pose natural questions like “which datasets allow public release at the block level?” The system extracts relevant clauses and schema details with citations. ClientSynth produces synthetic collaboration scenarios—departments, datasets, and timelines—to show sponsors where early wins are likely and which safeguards matter most, accelerating greenIlighting of responsible pilots.

Business Model

Revenue includes seatIbased subscriptions for agencies and universities, with sponsor funded challenge programs that underwrite targeted data collaborations. Over time, governed, anonymized metaImetrics (e.g., time-to-agreement, reuse rates, impact categories) help sponsors steer investments and report outcomes, building a durable case for continued support.
